Will the U.S. consider returning to the U.N. about action on Syria?

In Paris, Secretary of State John Kerry had this to say.

SOUNDBITE: U.S. Secretary of State John Kerry:

"The President and all of us are listening carefully to all of our friends. No decision has been made by the President. We will obviously take this under advisement, and the President will make his decision at the appropriate period of time."

He also stressed that a failure to act could be seen as a sign of weakness.

SOUNDBITE: U.S. Secretary of State John Kerry had this to say:

"It is clear that if we don't take action, the message to Hezbollah, Iran, Assad, will be that 'Nobody cares that you broke this hundred year-old, nearly hundred year-old standard and you're using weapons that have been banned by 189 nations."

As western powers consider Syria's future, the situation on the ground continues to worsen.
