The number of dead after a fire in an Indian oil refinery cooling tower last month has risen to at least 23.

More people are still being treated for severe burns.

The incident happened at the Hindustan Petroleum Corporation's refinery in Visakhapatnam city.

The company's bosses are pledging to tighten up on safety.

(SOUNDBITE)(English) HPCL EXECUTIVE DIRECTOR V.V.R. NARASHIMHAM SAYING:

"The death toll has gone up and is now 23. This incident has jolted all of us and we resolve that will improve our refinery safety to one of the best in class."

It's the second major fire in the past three months at the site which normally turns out 160, 000 barrels a day.

In May a pipeline blaze hit production.
