Latitude: US reels under terror threat

Earlier this week the United States ordered the closure of 19 of its embassies in Africa and West Asia fearing a possible attack by Al-Qaida. The big question is, how can Al-Qaida which was until recently pronounced a 'spent force' by the US suddenly become such a big threat? To discuss the re-emergence of the threat of the Al-Qaida we have a long standing observer on the American foreign policy, Michael Krepon, Co-founder of the Stimson center.
