KATU reports deputies have arrested Christopher Dillingham after he strapped a bomb to his dog’s neck, killing the helpless animal. KOIN-TV adds that prosecutors will now add felony animal cruelty charges to Dillingham, whose explosive device decapitated the labrador retriever named Cabela.
