Russian lawmaker Alexey Pushkov broke the news from his twitter account, then deleted the tweet for an unknown reason. He later tweeted that the information came from an evening news report on the channel Vesti-24. The BBC identifies Pushkov as the chairman of Russian Duma’s foreign affairs committee.
