To make icicles on a few objects I made a Lsystem growth tool in Houdini. The asset had controls in place where the user could specify the growth area with any kind of input geometry, icicle length, speed, thickness, etc. It would then grow and thicken frost with Lsystems, and also spawn icicles where specified. The final output was a fluid like mesh which could be passed into Maya for rendering.
